This is what the Lord has said: These are the limits by which you will take up your heritage in the land among the twelve tribes of Israel: Joseph is to have two parts.

Joseph shall have two portions - That is, In Ephraim and Manasseh, his two sons, who each had a separate inheritance.
The ideal reallotment of the land to the twelve tribes of Israel is found in Ezekiel 47:13-48:14.
The special mention of Joseph's portions was in order to express that the twelve portions were to be exclusive of Levi's land, which was to be provided out of the "oblation."
47:13 The border - The utmost bounds of the whole land.Shall inherit - That is, shall divide for inheritance to the tribes of Israel. Joseph - That is, the two sons of Joseph, Ephraim, and Manasseh.
